A casino tribe tempts Portland with visions of economic windfalls if only it will allow an Indian gambling facility. Portland has the ability to say no. Much of the country, realizing the downsides of casino gambling, is doing just that. Last year, gambling development was defeated 42 times in 45 attempts. That was a strong backlash to the spread of gambling in a year when states were suffering their worst fiscal crisis in a decade.

In Portland, where the downtown economy is looking for a boost, the enticement is stadium funding or a convention hotel.

City Joins Casino Group - 2004-01-26
Chicago Heights would be one of 18 south suburban
communities to receive gaming tax revenue if a casino were to be opened in Country Club Hills, officials said. City council members have voted to support its neighbor's bid for the state's 10th and final casino license from the Illinois Gaming Board. Officials say Chicago Heights could receive up to $675,000 yearly from gaming taxes.

Chicago Heights joins Crestwood, Alsip, Blue Island, Calumet Park, Ford Heights, Midlothian, Phoenix, Posen, Riverdale, Robbins, Calumet City, Dixmoor, Dolton, Harvey, Hazel Crest and Worth as those that would divide about 85 percent of the earnings once the casino is fully operational.
