Huddled inside the Luxor hotel-casino, three newly minted 21-year-olds are big on dreams, but short on know-how. The girls want to try playing blackjack, but where can they get the chips?

Leslie Berlin, a junior at Vanderbilt University in Nashville, shrugs off their inexperience and throws her arms around her best friends.

"We're gambling virgins!"

And so the odyssey starts for the barely legal in this city of megajackpot dreams and sinful excesses, the destination for those wanting to taste their first legal drink and get a roll of the dice. After all, what better place to celebrate turning 21 than the town that turns on 21?

Tribes struggle to determine who belongs and who doesn't - 2004-02-14
As casino development brings new wealth for California tribes, questions about the very nature of who is Indian enough to enjoy its benefits are being raised across Indian country.

Most recently, the Pechanga Band of Mission Indians close to Temecula has been embroiled in a legal dispute over its decision to expel a tenth of its 1,300 members, making each ousted member ineligible for $120,000 a year in casino revenue.

Being a member of a federally recognized tribe once meant little more than official recognition and a few special privileges. Historically, disputes were common, but since the advent of casinos some tribes have been involved in bitter infighting over who belongs and who doesn't.
