Casino proposal raises eyebrows - 2004-02-02
It may be the ultimate shell game.

Penn National Gaming's bid for an Illinois gambling license calls for the company to sell the license back to the state in exchange for a contract to operate the then-state-owned casino.

It's a proposal that raised eyebrows Friday among those wondering how Penn National would make any money, whether such a proposal is fair to the other bidders, and whether state government should get into the casino-ownership business.
