Tribe to vote on recall of council - 2004-02-21
A California Indian tribe is tangled in political turmoil and internal dispute over its leaders' efforts to construct a Las Vegas-style casino in the East Bay.

Members of the Scotts Valley Band of Pomo Indians will vote next week on whether to remove a majority of their governing council. Tribal officials say the impending vote violates the tribe's constitution because the dissatisfied group failed to follow appropriate recall procedures.

Turquoise jewellery, jet black hair and a soft lilt hint at Claire Miller’s heritage as a Native American. But her role, in a tight-knit team of property developers and money managers near Phoenix, is extremely different from the white stereotype.

Seated in a slick modern conference room, she is talking about a development project requiring billions of dollars over three decades. The Salt River Pima- Maricopa Community, a small tribe, hopes to carve a massive development and enterprise zone out of the Sonoran Desert in the lee of these craggy red mountains.
