Banking on casino make be a mistake for Critics - 2004-02-28
Some Lake County schools and municipalities may hit a surprise jackpot for backing Waukegan's casino plan.
Waukegan is one of three finalists for the state's final gambling license, and for the past year has touted its plan to annually allocate cuts of casino revenue to eight schools and nine governments.

Ray Vukovich, the city's director of governmental services, stated funding needs wouldn't be the sole criteria in determining where to allocate the city's casino receipts.

Clark's casino project faces difficult chances - 2004-02-28
House Speaker Pro Tem Larry Clark's proposal to permit slot machines, blackjack tables and other gambling at nine casinos in the state, including various racetracks, sees plenty of battles in the General Assembly's last six weeks.

Clark's plan calls for an unrestricted total of games at casinos run by five horse tracks and four independent casinos situated around the state. Clark stated Churchill Downs would run a casino in downtown Louisville according to the plan.
