Indian Casino Not A Sure Bet - 2004-02-07
A number of members of the Cheyenne-Arapaho Tribes of Oklahoma are questioning the wisdom of developing a new tribal casino complex in Colorado - despite their leadership's formal approval of the project.

In late December, supporters of the proposed casino and adjacent cultural center, dubbed the
"Homecoming Project," pitched the idea as a way of
making reparations to descendants of Indians slain during the 1864 Sand Creek Massacre in eastern Colorado. Then, in January, a tribal leader issued a statement endorsing the project but distancing it from the Sand Creek connection, saying instead that the casino would be a means to settle a tribal claim to 27 million acres of land in the state.

So when the Niagara Falls Casino Community Accommodation and Improvement Commission - known as the casino cash commission - handed out the local share of Seneca Niagara Casino revenue Friday, it easily could have picked worthy projects worth 10 times as much. What it did was unanimously approve money for a collection of immediate needs and development investments, sharing it between the reality of a needy city and plans for a better future.
